Wg Cdr D Kapur was commissioned on 03 Jul 72 as an Engineering (Electronics) Officer. Presently, he is appointed as Senior Electrical Officer at a fighter wing.

Distance Measuring Equipment (DME) is the only pilot interpreted navigation aid available for Hunter aircraft. Its corresponding ground equipment Eureka has been unserviceable for last three years and could not be repaired even by the Specialist repair parties. Wg Cdr Kapur pin-pointed the faulty components and repaired them.

Wg Cdr Kapur has engineered a modification to suit the AF requirements. Dornier aircraft requires 28 volts for starting whereas normal starting trolley provides either 24 volts or 30 volts. Wg Cdr Kapur modified 30 volts trolley to give 28 volts by building additional terminals for Dornier aircraft starting. This is likely to be accepted as standard modification all over IAF.

Group Captain Ajit Singh (13147) Flying (Pilot) was commissioned as a pilot on 24 Jun 1972 in the Flying branch of the IAF. While serving with a front-line fighter squadron he was commended by the Chief of Air Staff in 1991 for adept handling of an in-flight emergency at night and again in 1993. He has held the appointments of Commanding Officer of a fighter squadron, Command Flight Safety and Inspection Officer and Deputy Director Intelligence (Liaison) at Air Headquarters. He is a qualified Cat A-2 Flying Instructor, Instrument Rating Instructor and Examiner and a graduate of the Defence Services' Staff College and College of Combat.

Gp Capt Ajit Singh was appointed Chief Operations Officer of a fighter air base in the Eastern Sector on 30 Mar 1998. With his vast experience in the Eastern Region, he was able to appreciate various nuances of flying operations in this area very quickly. He undertook the task of improving the flying environment and support services at the base and achieved commendable results. He put his innovative skills to good use and suggested a modification to the Mechanical Runway Sweeper to quick dry the Arrester Barrier net during monsoons. With this modification, the time taken for resumption of flying operations after heavy rains has reduced drastically. Additionally, he undertook a review of all orders/instructions pertaining to operations. His suggestions have helped streamline procedures and in creation of a healthy and safe flying environment.

For distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Ajit Singh.

Group Captain Subhash Chandra Luthra (15105) Aeronautical Engineering (Electronics) was commissioned on 25 Jul 1977 in the Engineering branch of the IAF. During his 27 years of service he has held various important appointments including Commanding Officer of a Signal Unit and Senior Engineer (Electronics) of a Premier Transport Flying Station. He has undergone Long Defence Management Course (LDMC). He has been commended by the AOC-in-C and the Chief of Air Staff. Presently, he is posted to a Fighter Base in the Eastern Sector as CEO.

In the first year of service, CAS commended him for bringing up the serviceability of 33 Sqn to its best in 10 years. Under his command 793 SU became "Pride of SWAC", (Runners up) for its development in all the factors. As CEO, he brought in significant improvement in aircraft maintenance standards by providing distinctive thrust on self-help approach and co-ordination of efforts. Under his guidance, Tech Flt effected several innovations and developed expertise in complicated rectification and repairs resulting in reduced dependence on fourth line agencies and higher aircraft availability. These accomplishments include enhancing production to nine aircraft in March 04 to meet time limit due to ramp operations, sustained availability of 19 aircraft for exercise Gauntlet, recovery of five aircraft from prolonged AOG without a mother aircraft, rectification of fuel leaks, cable looms and structural repairs, fabrication of KAPSO Trolley, Ejection Seat stand and Inverter Test bench.

In order to improve aircraft maintenance standards, Gp Capt Luthra standardised the operations of Mechanical and Electronic sections by introducing systematic snag analysis, rectification procedures, component level repair facilities, easy to follow servicing schedules and servicing record books. It is to his credit that CEOs of all stations under Eastern Air Command were directed to visit this Base and implement these procedures and practices at their respective stations. His efforts towards improvement in hydraulic and fuel discipline and streamlining the MT operations deserve a special mention.

For displaying a very high degree of initiative, professionalism and total dedication to service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Subhash Chandra Luthra.
